Well I will give it to you even though its a bit vague. Its called a Dibble so you don't rub the skin off your finger poking holes in the dirt. I have used the handle of a hoe or a stick before but this is state of the art dirt pokin and the only way to put liners in a pot.Planting tool
Well I guess its just to obscure ! except to the telephone technician. Those are nippers for cutting out the worn springs in telephone relays that were packed very close and tight back in the old days. made for bell systems by Utica Tools. The adjustment is for resetting the blades after they have been sharpened.
