I have to ask. Would not 3.8 Million bucks build one nice structure? The county owns land already that could be used near the other new government buildings. Why not a add on to the existing government buildings? Then all county services could be accessed in a "One stop" visit.

In St. Louis years ago they paid over $700K to do a study on how best to construct a new high speed rail line to Chicago that would not interact with vehicle traffic. I wrote my suggestion that they could pay me 1K and I could tell them. Then I wrote, "Bridges and tunnels, DUH!" They never did the study and the rail line was never built. I think I will write another letter. It has to be in the water here folks, don't drink it!!!!!!:coffee: = :21:

But government in General and Flagler County in particular seem to thrive on developing the impossible. Look what was spent for site preparation for the Courthouse and Taj Mahal site?
It appeared to me that this purchase "fix" was in from the day it was first mentioned and I stand by that impression. Someone is going to make a nice bundle off of this including the real estate commission, now I wonder who that is?

I don't have an idea who it actually is, however since the Sheriffs wife "Cornelia Manfre" touted her experience and ability to move commercial real estate for years, would not someone wonder?

The trio bought the 60,000 square-foot hospital in 2006 for $750,000 under the corporate name of Flagler Crossroads. It was one of those housing boom investments, but it was completed at the worst point: just when the boom was cresting.
The investment has since somewhat resembled the 33-year-old property, which sits, gutted and decaying, at the edge of Bunnell’s—and Flagler County’s—poorest neighborhood.

But Flagler Crossroads’ fortunes may be turning as Coffey has been negotiating with the group toward a potential county acquisition that would transform the building into the Flagler County Sheriff’s Operations Center’s new headquarters. Because of its vastness, one of the building’s wings could also house several socials service and health agencies and create a hub of such agencies alongside the nearby Flagler County Health Department.

The negotiations haven’t been exactly secret: every county commissioner has been aware of them, as is the sheriff. The public, however, had yet to be clued in.
They have definitly been hit hard with taxes over the last several years

To be honest...It's still a better deal than that hospital plan!
and for what it's worth....The City of Palm Coast is just stupid for not pursuing the purchase of Citywalk... That is a steal!
Not to mention they could have pulled the eminent domain clause and forced the bank to deal with just them!

I do agree with you Itchey. But as we all know they want it in the "CITY TOWN CENTER" which we also know is a private enterprise that prominent business people are involved with. That is however what Prominent Business people do, so no surprise there really.

Actually the City and the Sheriff could join forces and force the Bank to sell Citywalk to them as joint purchasers first. even if they matched the 5.4 mil asking price.... that is a minimum savings of 12,000,000.00 TWELVE MILLION DOLLARS!
Assuming 10,000,000.00 for new city town hall (Which we know will be much more than that when it's finished....
and...........7,000,000.00 plus for the hospital purchase and renovation...
leaves us 17,000,000.00 total.
asking 5,400,000.00 for current bank offer to the LLC....
NO Brainer 12,000,000.00 savings not including the tenants that are there would still be able to stay and pay rent!
Who wouldn't want a small sandwich shop to feed the deputies and city workers breakfast and lunch?
Can you imagine the money a Donut Shop would make alone? LOL

It is not likely to enter into such arrangement on commercial grounds with a private property owner, especially if the sheriff is located there: the sheriff is notoriously particular about the sort of neighbors he likes, and doesn’t like, to have, for obvious reasons: sheriff’s operations require a degree of discretion. It would be odd to have a sheriff’s operation center abutting a Chinese restaurant, for example.
It does not seem so Obvious to me?

Ironically, Masiello once had his office abutting that of Michael Chiumento, one of the owners of the old hospital, in Town Center.
Another irony: Cornelia Manfre, the sheriff’s wife and a commercial real estate broker herself, once had the Roma Court listing, but that was several years ago.
She is not connected with the building in any way at this point, the sheriff said.


Coffey hasn’t contacted Manfre about the proposal, suggesting to Manfre that the proposal is not getting much traction.

Roma Court paid $39,000 in total taxes last year, including $15,000 to the school board and $8,000 to Palm Coast. It was slightly more than the previous year, but considerably less than the $71,000 paid in 2009. The troubled property was repossessed in 2011.

I have no idea, however I know he used to be real interested in posts at other forums years ago.
I am also with you regarding the alleged need for discretionary neighbors....Really then why does their investigative unit operate out of a strip mall on 100 with adjoining tennants and has for years? Further more this secrecy crap in government is really starting to get under my skin. Here is a hint Mr. Politician.....A government of the people, FOR THE PEOPLE.... This is not Nazi germany, quit acting like it is.
Do Law enforcement agencies need security, Yes they do. However it should be the extreme emergency and ongoing investigations, not the normal way of doing business.
2nd the idea that he doesn't want a multistory building? Really that Paranoid or you got bad hips?

Of the choices.... They really should be looking a joint venture on Citywalk property... It won't happen but it is the fiscally prudent and fit for both FCSO & Palm Coast in all regards. It also has one other great potential.....It puts the central portion of the business unit, exactly where the largest demand for its service and products are.
That law about the "County Capital" is not only archaic, but very very likely prejudicial and discriminatory to boot. Not to mention it is easy to work around and has been in many locations. Having an office at the county seat is one thing, making sure the Sheriff himself is always there...That is not what the law say's and you would think a man who ran on "I'm a Lawyer" would easily know that.

Also a quick check of his wifes real estate offerings.... Shows what a great offer that ROMA Court is...Take a look at what is today 14- 18 per squareft triple net lease and not a purchase at the end of 15 years.. a purchase of FREE!

I don't think Manfre will still be in office by the time they fix that old hospital for a new sheriff's dept. They built a new hospital because it was falling down. More taxpayers money used for crap.

I think the new Sheriff in 2016 will have a lot of work to do. I have to concede though, the current Sheriff is doing exactly what he said he would do. Guess all that was over shadowed by the scandals?

The county was hoping to see jail construction costs at $14 to $15 million. When the architectural firm hired for the job presented its preliminary plans to the County Commission in May, much was made of savings that could add up to $2 million, although total project costs were still less than precise, as is normally the case at that stage.
On June 27, Allstate Construction Inc., the contractor for the jail, completed its cost estimate for the new jail. The bottom line: $22.22 million.

Jacksonville’s TTV Architects Inc. also submitted estimates of probable construction costs for the Sheriff’s Operations Center, intended to go where the old Memorial Hospital building stands in Bunnell. The administration’s cost estimates to the commission last year were placed at $5.3 million, not including the $1.23 million purchase price of the building. The administration has since brought its budget down to $5 million. But total demolition and construction cost estimates by TTV Architects came in at $6.2 million.

Now if you pay someone 1.05 million to design a jail that cost 12-14 million to build You would expect them to get it in the ballpark not go over by nearly 100 percent.

I can't begin to imagine how much the city hall is going to cost in total.

But then again the city of palm coast is a bit more savvy at finance than the county in some respects ...
