Indian Hawthorn

I have two nice Indian Hawthorn bushes with nice healthy appearing leaves but no blooms. They were installed by the builder and are now over seven years old and continue to grow and get larger each year, but never any blooms. I had several in my beds when I lived in Louisiana that would bloom and be full of the tiny clumps of flowers that one expects to see...

Is it a pollination issue...the shortage of bees?

Also, by the time of every year since I've lived here, by this time in May I have had dozens and dozens of day lilies to bloom. I saw the first bloom yesterday...and there is still just one...we had a crazy winter with freezing temps on one day and in the 70's the next...often during the winter...did the bulbs get totally confused during the dormant period? The bed was been fertilized a little over a month ago.
